How to pull movie clips together off dvds?

I’m wondering what program is used when people take clips off dvds and such to splice together clips. Like when people make their own music videos with movie/tv show clips… what program is used to do that?

They use movie editing software like adobe or powerdirector (which I prefer)

To get movies of dvds’ you need a dvd decryption program (make sure you have permissions though)
